From the Buddhist perspective, if unchecked, life gives you more of whatever you have cultivated thus far like a stone rolling down a hill. Internal habits make us pick and choose phenomena.
Is Tolle is implying that there is some kind of dualistic consciousness or godhead that guides us?

Thats the thing about people like Tolle. They pick and choose from different philosophies.
There is no real systematic flow to what they teach. Quotes like this are intended to make people feel good. I fail to see how this quote could be used on the spiritual path in a practical way.
Does it encourage you to sit down and do fuck all? Or just keep shooting heroin and everything will be just fine?
