It’s not necessarily full, complete enlightenment no. But we practitioners tend to see the whole thing from the bottom up rather than the bottom down.

From a Vajrayana Buddhist perspective there are the multiple levels (bhumis) that a a Bodhisattva can dwell on. It is likely Sadhguru is describing one of the bhumis.
Then if the mind happens to have fully manifested emptiness, That is another thing. It’s not like the final enlightenment is seen as the bell at the top of one of those machines ya hit with a hammer 😂 It sort of describes that as everything. So you reach the tenth bhumi, go beyond and then you can keep manifesting on any of the Bhumis.

According to Mahayana tradition, Dalai Lama is manifesting on tenth Bhumi but also dwelling in emptiness as chenrezig on sambogakaya level and amitabha on dharmakaya absolute level so not quite as simple as some make out 🤣
